This report is the result of an international project on the role of peer review in assessing quality in higher education. The project was undertaken jointly by the American Council on Education and the Quality Support Centre of the Open University in the UK.
The project describes the main variations in the practice of peer review as used by over twenty agencies primarily in Europe and the United States - which, in different ways, occupy boundaries between higher education and other parts of society, most notably the state and the labour market.
John Brennan and Tarla Shah are, respectively, Head and Projects and Development Officer respectively at CHERI. Elaine El-Khawas is Professor of Higher Education at the Graduate School of Education and Information Services of the University of California.
